Providers need factual, attributable information and a way to correct errors.

Users could search any connected organisation or person and view current registration, inspection and enforcement history, ownership chains, framework or quality-assurance status, verified changes and source dates. Every relationship and change would need clear evidence and version history. The service should highlight verified events and relationships for qualified staff to review, rather than replace professional judgement with an opaque reputation or risk score.

Councils already fund regional purchasing and quality-assurance systems, specialist children’s-services software and data work. A service may be valuable if it reduces repeated checks, resolves provider identities across sources and regions, and reveals material changes earlier. Indicative annual pricing is £20,000–£45,000 per local authority or £75,000–£150,000 per regional consortium or Regional Care Cooperative, plus £15,000–£40,000 for integration and data onboarding where local quality-assurance sources are included. This is a medium-confidence, proxy-based commercial hypothesis.

It must be shown that existing Ofsted data, the Provider Assessment and Tracking online tool (PATCh), Companies House searches and regional portals do not already answer most questions reliably. A £20,000, 12-week pilot across three authorities and at least 200 providers should test whether at least 95% of records can be resolved, verified material changes appear meaningfully earlier, and manual evidence assembly falls by at least 30%. Willingness to pay, cross-region data sharing and correction processes require validation. Defensibility would collapse if government provides an equivalent near-real-time graph free of charge.
