A shared data layer could show why children’s residential-care searches fail, helping commissioners distinguish nominal vacancies from placements that are genuinely safe, lawful and suitable.
What is going wrong?
Local authorities may appear to have enough residential-care beds but still cannot secure a lawful, suitable placement for a child with particular needs, location limits, staffing requirements and risks. Information about failed searches is often not structured or reusable: teams may not know which providers were approached, whether they declined or why a listed vacancy was unsuitable. This can lead to repeated calls, overstated usable capacity, longer searches, distant placements and, exceptionally, unregistered provision when no regulated alternative is available. It also gives providers and Regional Care Cooperatives weaker evidence about which specialist capabilities are repeatedly missing.
Who is affected?
Day-to-day users would be children’s placement, brokerage, commissioning and sufficiency teams, Regional Care Cooperative analysts, provider-market development teams and service leaders. Likely buyers are local authorities, Regional Care Cooperatives or regional consortia. Providers may submit decline reasons or capability data but should not access identifiable child-level market intelligence. Children are the intended beneficiaries.
What could solve it?
A vendor-neutral data layer could import or record unsuccessful placement-search outcomes, standardise providers’ reasons for declining and safely combine the results across systems. It would show where nominal supply repeatedly fails to meet actual needs, helping commissioners identify shortages involving staffing, therapeutic support, location, property or risk management. It should feed existing sufficiency and brokerage tools rather than replace the Department for Education national dashboard. Open application programming interfaces, transparent data definitions and compatibility with the national Placements Standard would be prerequisites.
Why might someone pay for it?
Public bodies already spend on placement dashboards, brokerage, cost analysis and forecasting, indicating funded demand for better placement intelligence. Indicative pricing is £25,000–£60,000 per Regional Care Cooperative or local-authority cluster annually, plus £10,000–£30,000 for one-off integration across multiple systems. This is a commercial hypothesis, not a verified market price. A narrow add-on would need to cost materially less than commissioning another national platform and demonstrate savings in analyst effort or better commissioning decisions.
What still needs to be proven?
It remains uncertain whether a separate product is needed, because the national dashboard or existing brokerage systems could absorb this function. Discovery should test 100–200 completed hard-to-place searches across one Regional Care Cooperative and at least three authorities, measuring whether outcomes can be reconstructed and decline reasons standardised. A proposed £25,000, 12-week pilot should recover at least 80% of approach outcomes, identify three actionable recurring capability gaps and change one commissioning or provider-development decision. Work should stop if existing systems already provide equivalent cross-authority analysis.
